A sew by is prepared for a clothing company or manufacturer by the sewing contractor so that the clothing company will have the sew by to compare to the apparel produced by the contractor and also to see if the quality is up to par with the sew by.

It kind of acts like a binding agreement, because the apparel produced must be comparable to the quality and standards of the provided sew by that you would receive before any clothing goes into production.
